Requirements of Malta citizenship by investment
The application process for Malta Citizenship by Naturalisation for Exceptional Services by Direct Investment is meticulously reviewed and subjected to a comprehensive four-tier due diligence procedure. To be eligible, applicants must meet the following criteria:
All applicants must be at least 18 years old.
A minimum contribution of EUR 600,000 is required for a 36-month residency period, or EUR 750,000 for a 12-month period.
Applicants must purchase a residential property in Malta valued at a minimum of EUR 700,000, to be held for five years. Alternatively, they may lease a residential property with an annual rental value of at least EUR 16,000, also to be maintained for five years. The property cannot be sublet during this period, and a lease agreement or property purchase must be in place during the residency period.
A donation of at least EUR 10,000 must be made to a registered NGO in the fields of sports, culture, science, philanthropy, animal welfare, or the arts, as approved by the Community Malta Agency.
Applicants must have legal residence in Malta for a minimum of 36 months (or 12 months, in exceptional cases), which includes leasing a residential property with an annual rental value of at least EUR 16,000 for that period. A valid residence card is required to apply for citizenship.
Procedures and time Frame
Applications must be submitted using the designated forms, along with the necessary fees and specific documentation. The process includes extensive due diligence checks, and any application containing false information or omissions will be rejected.
Once the Tier 1 due diligence checks conducted by the Community Malta Agency are successfully passed, the application for a residence permit can proceed. After residency is granted, an eligibility application is submitted, and additional due diligence checks (tiers 2, 3, and 4) are performed by the agency. These findings are then presented to the relevant Maltese minister, who will determine the applicant’s eligibility to apply for citizenship.
If deemed eligible, a citizenship application is filed with the Community Malta Agency after 36 months of residence (or 12 months in exceptional cases). The minister will then decide whether to grant Maltese citizenship. If approved, the applicant must meet the exceptional investment, donation, and property requirements.
