Montenegro Citizenship by Investment
The Montenegro Citizenship by Investment Program was introduced by the Government of Montenegro to boost foreign direct investment and stimulate economic growth in the country.
Applicants to the Montenegro Citizenship by Investment Program must make a specified economic contribution to Montenegrin society, which involves investing in an approved development project and contributing to a government-designated fund aimed at improving under-developed regions. In return, and following a rigorous vetting and due diligence process, including detailed background checks, applicants and their families are granted citizenship.

Requirements of Montenegro citizenship by investment
To be eligible for the Montenegro Citizenship by Investment Program, the primary applicant must be over 18 years old, fulfill the application criteria, and make the required contributions to the Government of Montenegro. There are two investment options available:
A EUR 450,000 investment in development projects located in the capital, Podgorica, or the coastal areas.
A EUR 250,000 investment in development projects in northern or central Montenegro, excluding Podgorica.
Additionally, there is a government fee of EUR 200,000 per application. This fee will be allocated to a special fund for the development of underdeveloped areas (EUR 100,000) and the Innovation Fund of Montenegro (EUR 100,000).
Procedures and time Frame
All applications are submitted through intermediary agents such as Trust Path Visas, which have been officially accredited to the Government of Montenegro for this purpose. Once received by the relevant government department, applications are processed within eight to ten months.
Dual citizenship
Applicants who are successfully approved for the Montenegro Citizenship by Investment Program are not subject to the country's dual citizenship restrictions outlined in Article 8 of the Montenegrin citizenship law. According to Article 12 of the law, citizenship may be granted exceptionally based on significant contributions, such as economic interests, which applies to those who qualify through the program.
