Dominica enjoys a pleasant climate, especially from December to March. Travelers often praise Dominicans as some of the friendliest people in the Caribbean, a sentiment supported by the island's nearly nonexistent crime rate. Due to its mountainous terrain, only about a quarter of Dominica is farmed, but its fertile soil supports both domestic and export crops. The citizenship by investment program, introduced in 1993, was designed to boost Dominica’s agriculture-based economy. Recently, increased real estate investments have shifted the focus toward tourism.
