Located at the southeastern edge of China, Hong Kong sits at the heart of East Asia's rapid development. Covering 1,110 km², it includes Hong Kong Island, the Kowloon Peninsula, the New Territories, and 235 outlying islands. Established as a British colony in 1841, Hong Kong was handed back to China on July 1, 1997, under the Sino-British Joint Declaration, becoming a Special Administrative Region (HKSAR) of China. It was guaranteed to maintain its economic, social, and legal systems for at least 50 years from that date. Since the handover, Hong Kong has managed its own affairs with significant autonomy. It was ranked the world’s freest economy by the Heritage Foundation’s 2019 Index of Economic Freedom and is a major trading hub, with a population of about 7.49 million.

A Legal and Business Environment

Hong Kong's legal system is rooted in English common law and supplemented by a growing body of local statutory law. The region is home to numerous law firms, including many from Australia, Canada, the UK, and the USA. English is the primary language for legal and business matters, while Cantonese is the local language and Mandarin is increasingly used. The Hong Kong Government adopts a 'maximum support and minimum intervention' policy, fostering a business-friendly environment with strong rule of law, personal freedoms, and effective administration.

Since October 1983, the Hong Kong dollar has been pegged to the US dollar at a rate of HKD 7.80 to USD 1, with no exchange controls. As a key regional business hub, Hong Kong maintains robust commercial ties with other Asian countries and serves as a major link between China and the international market, especially after China's WTO entry. Additionally, Hong Kong has a free trade agreement with mainland China called the Closer Economic Partnership Agreement (CEPA).

Communications, particularly telecommunications, are highly efficient and affordable.

Economy

Hong Kong stands as a leading global financial and trading hub, hosting numerous banks, insurance companies, merchant banks, fund managers, venture capital firms, and other financial intermediaries. Postwar, its economy rapidly expanded in manufacturing, particularly textiles, garments, toys, and electronics. However, with China's economic growth since the late 1970s, much of the manufacturing has shifted to the mainland, though some high-value manufacturing remains. Heavy industry is minimal, and Hong Kong's economy now relies more on services, including civil aviation, shipping, tourism, trade-related services, and various financial and banking activities.

The city is a favored location for regional headquarters of multinational corporations and has fostered significant local businesses in hotel management, property development, and telecommunications. Real estate dominates the economy, with active investments both locally and in countries like China, Malaysia, and Vietnam. Hong Kong maintains independent membership in various international organizations, such as the WTO, and will continue to be regarded as a distinct entity from China for most international purposes.
