Requirements of the Luxembourg Residence by Investment Program
To qualify for residence, applicants can choose between the below two options:
Residence by investment
Non-EU investors can select from four investment options:
Invest at least EUR 500,000 in an existing Luxembourg company engaged in commercial, industrial, or craft activities, with a commitment to preserve current jobs for five years.
Invest at least EUR 500,000 in a new Luxembourg company with commercial, industrial, or craft activities, and create at least five jobs within three years.
Invest a minimum of EUR 3 million in an existing or new investment or management structure based in Luxembourg, ensuring it has adequate substance.
Deposit at least EUR 20 million into a Luxembourg financial institution, with the deposit maintained for at least five years.
Residence by private reasons (where the successful applicant cannot be employed in the country)
Individuals from developing nations can apply for residence by private reasons by fulfilling the following requirements:
Prove that they can live off their own financial resources (proof of a regular flow of income of at least EUR 27,000 per year is required; bank savings alone might not be considered sufficient
Have permanent accommodation in Luxembourg, which includes third-party liability insurance and property insurance for rented or purchased property
Procedures and time frame of Luxembourgish residence by investment
Applications for the program must be submitted using the designated forms, along with the required fees and supporting documents. Applicants must also show their intention to reside permanently in Luxembourg to obtain the residence permit.
Once the initial due diligence checks are completed, applications can be filed.
For the residence by investment option, submit the investment application to the Ministry of Finance or the Ministry of Economy. If approved, the Ministry of Foreign Affairs will review it for final approval. Following this, a visa category D is requested from the applicant's current country of residence and granted upon approval.
For the residence by private reasons option, submit the application to the Ministry of Foreign Affairs. If approved, a visa category D is then requested from the applicant's current country of residence and collected at the local consulate or embassy.
For both options, the client must:
Travel to Luxembourg within 90 days of receiving authorization.
Complete a medical examination.
Submit their residence permit application.
Register with their local commune within three days of arrival.
The processing time for the residence application is about six months from submission to approval. Residence permits are initially valid for three years under the investment option or one year under the private reasons option, with the possibility of renewal. To renew, investors must prove they have spent a substantial amount of time in Luxembourg (at least six months).
Luxembourgish citizenship following residence by investment
Successful clients may apply for Luxembourgish citizenship after five years of continuous residence, allowing them to obtain a passport from this EU country. The final year of residence before applying for citizenship must be continuous. Applicants must also demonstrate proficiency in Luxembourgish through an oral exam and complete an integration course.
